Preheat your oven to 350°F (175°C). Line the bottom of a 9x13 inch baking pan with parchment paper if desired.

In a separate bowl, sift together all-purpose flour, cocoa powder, and salt. Gradually add this mixture to the wet ingredients, stirring until just combined.
Pour the brownie batter into the prepared baking pan and spread it into an even layer. Set aside.
In a large mixing bowl, cream together softened salted butter, brown sugar, and granulated sugar until light and fluffy. Beat in an egg and vanilla extract until combined.
In another bowl, whisk together all-purpose flour, baking soda, and salt. Gradually mix this into the wet ingredients until just combined. Fold in chocolate chips.
Drop spoonfuls of the cookie dough over the brownie layer and gently spread it out.
Bake in the preheated oven for 25-30 minutes, until edges are set and a toothpick inserted comes out with a few moist crumbs.
Allow to cool in the pan for 10-15 minutes, then lift out using the parchment and slice into squares.
