In a large mixing bowl, combine the warm water, sugar, and instant yeast. Let it sit for about 5 minutes until frothy.
Add the all-purpose flour and salt to the yeast mixture. Stir until a sticky dough forms.
Cover the bowl and let it sit in a warm place for about 1 hour, or until the dough has doubled in size.
In a small saucepan, combine 1 cup of sugar, 1 cup of water, and a few drops of lemon juice. Bring to a boil and let it simmer for about 10 minutes.
Heat vegetable oil to 350°F (175°C). Drop a small piece of dough into the oil to check readiness.
Drop small amounts of dough into the hot oil, frying for about 2-3 minutes on each side until golden brown.
Remove the fried Lokma and place them on a cooling rack. While warm, dip each piece into the prepared syrup.
